Classification of standards of China

In ruling out the scope and rights of examination and approval, the Standardization Law of the People's Republic of China classifies standards into national standards, trade standards, local standards and enterprise standards. Each set of standards has a separate scope and separate rights of examination and approval.

(1) In formulating national standards, the administrative department in charge of standardization under the State Council is responsible for making plans, organizing drafting, examinations and approvals, numbering, and promulgation.

(2) In formulating trade standards, the relevant competent administrative departments under the State Council are responsible for drawing up plans, organizing drafting, examinations and approvals, numbering, and promulgation, and report to the administrative department in charge of standardization under the State Council for the record.
(3) In formulating local standards, the administrative departments for standardization of the people's governments in provinces, autonomous regions and municipalities are responsible for drawing up plans, organizing drafting, examinations and approvals, numbering, and promulgation, and report to the administrative department in charge of standardization under the State Council and relevant competent departments for the record.

(4) Enterprise standards are formulated by the enterprises themselves, and are filed for the record in accordance with the provisions of the people's governments in the provinces, autonomous regions and municipalities directly under the Central Government.
